Rates can be found in Traffic Safety Facts, published annually by the National Highway Traffic Safety Administration (NHTSA).

Where can I find the total number of registered vehicles or licensed drivers in the United States or in a particular state?
Section II of the Federal Highway Administration's publication Highway Statistics gives numbers of registered vehicles, and section III gives numbers of licensed drivers. If you are looking for historical data, reports are available from 1992.
