Box B - What Isn’t Covered by the CFS and BTS Estimates

While the BTS estimates of total freight shipments provide the most complete commercial freight picture for all modes of transportation, they exclude most ship­ments by the retail sector and government shipments, such as goods for defense operations, and collection of municipal solid waste. The estimate also excludes possible shipments by nongoods producing sectors such as services, construction, household goods movements, and transportation service providers.
