Public Expenditures on Nonroadway Transportation Construction (state and local
only, seasonally adjusted annual rate)
Public expenditures on transportation construction is a measurement of growth
of system capacity. Construction includes new buildings, infrastructure, renovations,
site preparation, and other materials and structures involved in construction.
Maintenance of existing facilities and structures is not included.
Construction expenditures on completely new routes and terminals are direct
additions to system capacity. Construction expenditures (like renovations, expansions,
conversions, etc.) on existing transportation infrastructure may result in improved
maintenance and management capabilities, improved safety, and other attributes
that increase route capacity.

NOTES: Federal data is not disaggregated at the monthly level, and no yearly
data exists yet because data publication started in 2002. Federal transportation
includes combined data for air, land, and water categories; however, the specific
modal spending categories listed in the table are for state and local only.
Air transportation includes passenger terminals, runways, air traffic control
towers, hangars, and other related facilities and structures. Land transportation
includes passenger terminals, mass transit, railroads, and other related facilities
and structures. Water transportation includes wharves, dry docks, marine terminals,
and other related facilities and structures.
