Notes These forms are used by the Orlando Urban Area MPO Bicycle/Pedestrian Advisory Committee to prioritize bicycle and pedestrian ISTEA Enhancement Projects. Schedule of Events The MPO staff worked backward from the deadlines set by FDOT for project application submittals and TIP ranked project submittals. "Weighting" Process A number of concerns were considered by the BPAC for the enhancement project prioritization process. These were narrowed down to the seven most important and relevant concerns. BPAC members then ranked these concerns from 1 to 7 (with 1 being of highest importance). Member input was tallied, producing the final ranking of issues. Funding Submittal Form Enhancement Funds applicants answered questions based on the seven prioritized concerns of the BPAC, and submitted additional information to describe their project. Facility Prioritization Form Each BPAC member ranked potential Enhancement projects from 1 (lowest) to 5 (highest) based on how well the applicant's project fulfilled the concerns expressed on the Funding Submittal Form. These scores were then multiplied by the weight given to each concern, and totalled to give each project it's ranking. Projects deemed ineligible by FDOT may still be eligible for funds from the MPO's 10% set-aside of Surface Transportation Program (STP) funds for bicycle and pedestrian projects. Review schedule of events and begin revision of priority ranking procedure and forms. March 25 - FDOT applications and guidelines provided to the MPO staff. March 28 - BPAC meeting. Staff distributes the FDOT applications and guidelines to members and local jurisdictions. Fine tune ranking procedure. Distribute prioritization forms and blank ISTEA funding submittal forms to Committee. April 27 - BPAC meeting. Adopt formal priority ranking procedure. May 20 - Completed FDOT applications delivered to MPO staff. May 25 - BPAC meeting. Funding submittal forms finalized. Applications filled out by cities and counties. May 27 - TTC meeting. Non-bicycle/pedestrian project applications distributed to the TTC for review. June 3 - FDOT applications are submitted to FDOT by MPO staff. June 6 - Completed funding submittal forms for new projects are submitted to the MPO staff. June 10 - MPO Staff sends submittal forms to BPAC members for preliminary prioritization. June 22 - BPAC meeting. Prioritization forms returned by BPAC members. Priority list compiled and approved by the BPAC. Page Two June 24 - TTC meeting. Project list submitted to the TTC for review. TTC and staff work on integrating additional projects with bike/ped projects. July 1 - FDOT returns applications to the MPO with eligibility determined. July 6 CAC meeting. Project priority list submitted to the CAC for review. July 13 - MPO meeting. Project priority list submitted to the MPO for review. July 27 - BPAC meeting. Review any comments from the MPO, TTC and CAC. Final priority list is adopted. July 29 - TTC meeting. Final list distributed to TTC for approval. August 1- MPO notifies FDOT of initial priority ranking. August 10 - MPO meeting. Priority list submitted to MPO for adoption. August 24 - BPAC meeting. Final review of "facts and figures" by the BPAC. September 1- Local Government sponsors submit a project prospectus for each of the highest ranked projects to the MPO staff. September 28 - BPAC meeting. Review TIP. Mid-September- Priority list and ranked applications submitted to FDOT as part of the TIP.
