Publicly owned facilities are open for public use with no prior authorization or permission. Certificated airports serve any (1) scheduled and unscheduled passenger-carrying air carrier aircraft with more than 30 seats; and (2) scheduled passenger-carrying air carrier operations in aircraft with more than 9 seats but less than 31 seats.
