This directive provides reporting instructions to those air carriers operating nonscheduled flights to the Gulf States to assist in the relief effort for areas impacted by Hurricane Katrina. Carriers operating hurricane relief flights on a nonprofit basis are instructed to report these flights in their monthly T-100 submissions using Service Class H.

This action will assist data users to identify the special humanitarian flights operated in the wake of this natural disaster. Some air carriers have questioned whether the relief flights are revenue or nonrevenue since they may have been reimbursed only for fuel. By instructing carriers to report these relief flights under Service Class H, there is no need to make a determination whether the flight was a revenue flight for reporting purposes. Also, carriers should place notes in the Schedule P-2 detailing any special circumstances pertaining to humanitarian flights.

This action is taken under authority delegated under 14 CFR Section 385.19(e), which allows the Director of the Office of Airline Information to modify reports to meet temporary information needs.
