The Bureau of Transportation Statistics has received several questions about the proper reporting of contract flights for Government agencies.

Contract flights are regarded as nonscheduled flights. If the contract is with the Department of Defense, the flights are reported using Service Codes N for Nonscheduled Military Passenger/Cargo flights and R Nonscheduled Military Cargo flights. Contract flights for Federal Agencies other than the Department of Defense are reported using Service Codes L Nonscheduled Civilian Passenger/Cargo and P Nonscheduled Civilian Cargo.
