Origin-Destination 40 Percent Survey of Airline Passenger Traffic
On January 19, 2021, DOT issued a Notice of Proposed Rulemaking to improve the collection of aviation traffic data in the Origin-Destination Survey of Airline Passenger Traffic (O&D). The Updates to the Origin-Destination Survey of Airline Passengers Final Rule published in the Federal Register on January 31, 2023.
A summary of the Final Rule’s changes to the existing O&D regulations include, but are not limited to:
- Changed the reporting carrier from first lifted carrier to issuing carrier
- Increased the sample size from 10 percent to 40 percent
- Added new data elements and eliminated others
- Increased the frequency of reporting from quarterly to monthly
- Reporting scheduled year and month of travel for each coupon
- Increased the number of reporting carriers (all U.S. certificated and commuter air carriers who conduct scheduled service)
Compliance with the reporting provisions is required for air transportation taking place on or after July 1, 2025.
Reporting carriers can submit OD40 data through eSubmit portal.
The OD40 data is currently in production and the first release is coming soon.
A reporting carrier means the U.S. Certificated Air Carrier or Commuter Air Carrier that is required to report O&D data and reported a given itinerary to the Department.
Which air carriers are required to report O&D data on and after July 1, 2025?

A combination of flown lift usage, sampling process criteria, and the Category One and Category Two ticket evaluation determines if a ticket is reportable.
Flight Lift Usage is a record or indicator in the accounting system of the issuing carrier that represents a passenger ticket coupon that has been used by the passenger for travel on a flight.
Ticket means a legal contract between an Issuing Carrier and a Revenue Passenger for transportation.

*A Reporting Carrier is a carrier that appears in the published Reporting Carrier List for the applicable reporting period.
The Bureau of Transportation Statistics Office of Airline Information will publish a Reporting Carrier List 75 days prior to the beginning of each period of reporting.
Data are due the 15th of the month after the end of the previous reporting period, unless the 15th is a weekend/holiday, then it would be the next business day. For example, January 2026 data are due March 16, 2026 (the 15th is a Sunday). If there are any questions, please contact oai.od40.support@dot.gov.

The first release of OD40 data is coming soon. Visit the Origin and Destination Survey Data page for links to download the data. OD40 will be provided in the following formats:
Variable length - A single file with each row containing a unique itinerary. Each individual passenger itinerary populates a variable number of columns, depending on the number of airports visited. Variable length data will be available in compressed CSV, parquet and ASCII formats.
Ticket/Market/Coupon/Segment - The classic three DB1B tables supplemented with additional OD40 variables plus a Segment table to detail the via point airports visited in the itinerary. Each table will be offered in a long format (all variables) and short format (subset of variables), allowing users to choose between more trip details and smaller file sizes. The Ticket/Market/Coupon tables contain all itineraries, but the Segment table only contains the subset of itineraries with via points. These tables will be available in compressed CSV and parquet formats.
