Nonoccupant includes pedestrian and riders of nonmotorized bicycles and other pedal-powered vehicles and is measured on a per capita basis because exposure based estimates are not available. Air carrier fatalities resulting from the Sept. 11, 2001 terrorist acts include only onboard fatalities. Passenger rail data for years before 1997 are not available.
