NOTES: The Bureau of Labor Statistics conducts the National Compensation Survey which provides quarterly data measuring level of average costs per hour worked. NCS is a survey of employers, which gathers data on both wages and benefits, including health insurance, pensions and paid leave. It is used to generate data on benefits, and to estimate the Employment Cost Index, which is used as an indicator by the Federal Reserve Board, as well as to generate data on changes in employer costs.
