State transportation expenditure data come from the U.S. Census Bureau’s State and Local Government Finances, which conducts a full census of state and local governments every 5 years and a sample survey in the intervening years. Federal and state spending on transit was collected by a survey of state transportation departments conducted by the American Association of State Highway and Transportation Officials. These data do not include local government expenditures on transit.
