The terms poor and mediocre as used here are Federal Highway Administration (FHWA) pavement condition criteria term categories for quantitative International Roughness Index and Present Serviceability Ratings. (See, http://www.fhwa.dot.gov/policy/2002cpr/ch3b.htm, Exhibit 3.3 for further detailed information.) Because of the transition to a new indicator for pavement condition beginning with FHWA data published in 1993, comparisons between pre-1993 data and 1993 and later data are inappropriate.
