TECHNICAL REPORTING DIRECTIVE #33 – REPORTING AIR CARRIERS FOR CALENDAR YEAR 2020

ISSUE DATE:   December 13, 2019                                EFFECTIVE DATE:   January 1, 2020

The Office of Airline Information is issuing this Technical Reporting Directive to provide the list of reporting air carriers that meet the criteria for submitting Airline Service Quality Reports and Reports of Passengers Denied Confirmed Space for reportable flights operated during calendar year 2020 (flight data are due 15 days after the end of the applicable month).

Pursuant to 14 C.F.R. Parts 234 and 250, certificated air carriers whose share of the industry’s total domestic scheduled-service passenger revenues is at least one-half percent (0.005), based on Form 41 data for the most recent 12-month period as defined by the Office of Airline Information (OAI), must submit Airline Service Quality Performance Reports (on-time performance and baggage-handling data) and Reports of Passengers Denied Confirmed Space (oversales data) to the Department.

For reportable flight operations occurring during calendar year 2020, sixteen air carriers reached the reporting threshold of $512,473,115 in domestic scheduled passenger revenues (half of one percent of total domestic scheduled-service passenger revenues).  The revenues were measured for the 12-month period ending June 30, 2019. There is one carrier that reports voluntarily (ExpressJet Airlines), and the reporting carriers for calendar year 2020 are as follows:

  • Alaska Airlines
  • Allegiant Air
  • American Airlines
  • Delta Air Lines
  • Endeavor Air
  • Envoy Air
  • ExpressJet Airlines
  • Frontier Airlines
  • Hawaiian Airlines
  • JetBlue Airways
  • Mesa Airlines
  • PSA Airlines

  • Southwest Airlines
  • Spirit Airlines
  • United Airlines

Reporting carriers must submit Airline Service Quality Performance Reports and Reports of Passengers Denied Confirmed Space as provided in 14 C.F.R. Parts 234 and 250.  The following reporting directives provide instructions for reporting data that apply to the reporting carriers for calendar year 2020 and to any other air carrier that voluntarily reports to the Department pursuant to 14 C.F.R. 250.10(b) or 234.7.
