The Precursor Safety Data Program includes SafeOCS, a program that facilitates the capture of essential information about accident precursors and potential hazards associated with offshore energy operations, including risks related to pipeline safety and offshore transport.

SafeOCS consists of three components:

• Well Control Equipment (WCE) failure reporting comprises critical safety equipment failure reports in drilling and non-drilling operations.
• Safety and Pollution Prevention Equipment (SPPE) failure reporting comprises critical safety equipment failure reports in production operations.
• Industry safety data (ISD) reporting comprises near-miss event reports and other industry safety data.
