BTS’ New OD40 Program Takes Flight

Today, the Bureau of Transportation Statistics (BTS) officially launched the Origin-Destination Survey of Airline Passengers (OD40) program. OD40 is a major milestone for the BTS and the aviation industry, as the amount of origin-destination data will increase from a 10 percent sample of tickets collected quarterly from large carriers (OD10) to a 40 percent sample of tickets collected monthly from existing and new reporting carriers (OD40). Data collected includes the fare and itinerary of each sampled ticket.

Today, airline carriers can begin submitting data under the expanded OD40 program. This expansion is based on a final rule published in the Federal Register on January 31, 2023, and will provide better data on travel that will inform airport planning and investments as well as other aspects of aviation policy.

The reporting period for the O&D 10 program ended on June 30, 2025. Average Air Fares, 2nd Quarter 2025 will be released in October 2025. 

The first OD40 reporting period is for July 1 through 31. Carriers may begin submitting the new OD 40 data on August 1, 2025, with submissions due September 15, 2025. The first data release will be in Fall 2025.
